Unfortunately in the US you’re going to have to do both, raise taxes and cut spending. Fiscal austerity will have to be delivered to nation and very soon.
To accomplish this you have to have a law passed that says no sitting politician in Congress can qualify for re-election if the deficit exceeds 3 percent of the GDP.
That will get the politicians to comply quickly with what the nation needs to get itself back on track, otherwise this financial pain will go on creating another lost decade.
The US can’t afford that, it will destroy the economy completely and they will lose the world hegemony that they now have.
